Can I still prepare a tax return after November 16,2019. Should I mail it instead of electronic filing?

Yes. 

Efiling won't re-open until sometime in January.  If you want penalties/interest on a delinquent return to stop accruing, I suggest paper file.  

If there's a refund, waiting is *probably* not an issue. 

And don't forget F.8??? explaining why the return isn't efiled.

Mail Form 8948 with the paper return, i.e. F 8???
