Dose the Single member LLC should file (1065) or (1040 sch-C)? and if filed Sch-C does it still need to pay the $800 California fees(it's not elected to be taxes as Corp)

SMLLC's (single member LLCs) are reported on the Federal Sch C.  be sure to mark the checkbox at the top that its a CA LLC so that the CALLC Form 568 will be triggered.

Yes all LLCs in the state of CA pay the annual $800 LLC fee, even if they made zero money.
