I am confused about the requirement for filing a Philadelphia local return. My client has local withholding as non-resident (PHILNRE). Please help? BIRT, NPT, None?

I found a copy of the return on PA website, but it doesn't really do much to clear up my confusion.  There is a form that generates in PS (Philly e-file), but I don't see a corresponding return.  Am I missing something?  It's wages only, no business income.

If Philly tax was withheld on all their Philly wages they don't have to file anything for Philly.
