I can't view my REP statements or download them in an openable form.

It's been about a year, but I've been able to view monthly statements in the past without problem.  I'm not getting error messages. Nothing happens when I click "View."  I'm able to download a file but it's a generic format and displays as a jumble of data. Same with downloading as an Excel file.  Plain Jane Dell desktop with Win 10.

It seems to be working for me. There is a drop down to select the month. As soon as the month is selected, the pdf pops up in another window. Possibly you have a pop up blocker.

Pop-ups were indeed blocked. I unblocked them, but no change. Clicking on a month still brings a "Open, Save, Cancel" bar at the bottom.  Clicking "Open" shows nothing, Save As creates and saves a text file that is gobbledygook when opened in Notepad.

Do you have any PDF reader app installed in your device (Adobe Acrobat, Foxit Reader, SlimPDF, etc.)?

You mentioned it saving in txt file, are you able to change the format to PDF in which it saves?  That would be the dilemma there.
