Received an email to purchase 2018 E-Signatures at a discount but link provided does not allow me to purchase.

You can login to your online MY Account at proconnect.intuit.com and click the orange button on the ESIGNATURE line (on your dashboard), which will then allow you to select the units you prefer at the discounted price. I will report that link being a "bad direct".
