What is the purpose of using the "federal" box when entering "state" W-2 wages?

What is the "Federal" box for when entering wages under various "states"? For some reason the Federal box along with 3 states was checked off on my input screen and I got a rejection from one of the states for a "withholding not matching the W-2". I unchecked the "federal" box and resubmitted the efile to the rejected state. Could that be the reason for the rejection? I checked my inputs for state withholding and they were all correct. Lacerte tech support was absolutely zero help. She said we are not CPAs. I asked her what the Federal box was for and if it caused any problems with efiles -- she had no clue whatsoever and acted perturbed that I would even ask her to troubleshoot this - I am on hold now -- I think it is a passive-aggressive hold that she hopes I will hang up. 16 minutes so far of flute music. This is not the service we used to get when Lacerte was owned independently of behemoth Intuit.

  5. Be encouraging and positive. Look for ways to eliminate uncertainty by anticipating people's concerns. Make it apparent that we really like helping them achieve positive outcomes.
