How to resolve ProSeries failure to license error code 0-0

This article will help you resolve the following error messages:

  • ProSeries Failed to License Due to an Unexpected Error, Please Contact Technical Support. Error Code: 0-0
  • ProSeries failed to license due to an unexpected error. Verify your internet connection is active, and then try again. If this error persists, entitlement components or .NET Framework may be missing or damaged. For assistance with this issue, please review our online knowledge base article. Error Code: 0-0
  • Unable to Update.  ProSeries was unable to update your firm information at this time due to technical difficulties.  Please make sure that your computer is connected to the internet and try again

If you are receiving these errors in ProSeries 2014 or prior, refer to this article for instructions on unlocking prior year ProSeries instead.

Before you start:

This is a generic licensing error that could be caused by multiple different things. To narrow down what's causing the problem, we recommend testing another internet function in the program. The easiest way to check is to run updates:

  1. Open ProSeries.
  2. From the Update menu, choose Update installed Products.

If the connection was not successful, make sure your internet connection is working by opening Internet Explorer and going to www.proconnect.intuit.com. If the internet is properly working, then the psinetr.dll file needs to be registered.

Follow these steps to register the file:

  1. In the Windows search box in the taskbar, type CMD.
  2. Right-click the cmd.exe icon at the top of the menu and select Run as Administrator.
  3. Type in cd ProWinYY\32bit if the error is in ProSeries Professional or cd BasWinYY\32bit if the error is in ProSeries Basic.
    • YY represents the year of ProSeries impacted.
  4. Press the Enter key on your keyboard.
  5. Type regsvr32 psinetr.dll then press the Enter key.
    • A Registration window should now display stating that the dll was registered successfully.
    • If the Registration window doesn't appear, or an error is displayed, repeat steps 1 through 4 (making sure the spelling is correct). If still unsuccessful, consult a local computer technician for assistance.
  6. Click OK to close the Registration window.
  7. Type exit and press the Enter key to close the Command Prompt (DOS) window.
  8. Open ProSeries.
  9. From the Tools menu, choose License Products.

If running the updates is successful, continue with the rest of the steps below. Each section will test a different piece of the licensing system.

Resolving failure to license error code 0-0

Follow the instructions below in the order presented to resolve failure to license error code 0-0.

With the newer operating systems, the limited program rights can sometimes cause the program to not function properly. You can elevate these rights with a simple command.

  1. Right-click on the ProSeries shortcut on your desktop.
  2. From the menu choose Run as administrator.
  3. Once open go to the Tools menu and choose License Products. 

If the error message is still present, continue with the next section.

  1. Close ProSeries.
  2. Open Windows File Explorer.
  3. Browse to the following location: C:\ProgramData\Intuit\EntitlementClient.
    • ProgramData is a hidden folder. To view it, you may need to open Control Panel, then select File Explorer Options. Click the View tab, and then check the box labeled Show hidden files, folders, and drives.
  4. Open the v8 folder.
  5. Right-click on the entitlementdatastore.ecml file, then select Rename.
  6. Type old at the end of the file name, so that it reads entitlementdatastore.ecmlold.
  7. Open ProSeries.
  8. From the Tools menu, select License Products.

The entitlementdatastore.ecml file contains the license information for ProSeries 2015-current as well as QuickBooks Desktop. To re-license prior year ProSeries programs go to the Tools menu and select License Products. If you use QuickBooks you will need to go to the Help menu and select Activate QuickBooks Desktop.

If the error message is still present, continue with the next section.

  1. Close ProSeries.
  2. Open Windows File Explorer.
  3. Browse to C:\ProWinYY\msiupdates\EntlClnt.msi.
  4. Double-click on the EntlCnt.msi file.
  5. Select the option to Remove ProSeries 20YY Shared Components.
  6. Select Finish, and then click Close.
  7. Double-click on the EntlCnt.msi file to reinstall the components.
  8. Follow the on-screen prompts.
  9. Select Close.
  10. Open ProSeries.
  11. From the Tools menu, select License Products.

If the error message is still present, continue with the next section.

If you have another year of ProSeries on this computer, try to license the other year. If the same error is present, you can skip this step. If the other year licenses correctly then the ProSeries application may have become damaged. This won't impact your client files.

  1. Uninstall the affected tax year.
  2. Browse to C:\ProWinYY\32bit for ProSeries Professional or C:\BasWinYY\32bit for ProSeries Basic.
  3. Right-click on the 32bit folder and choose Rename.
  4. Change the folder name to 32bitOLD.
  5. Sign in to My Account.
  6. Download the impacted year.
  7. Run the installer to replace damaged components.
  8. Try to license ProSeries.

If the error message is still present, continue with the next section.

This licensing error may be caused by an issue with the Microsoft .NET Framework. We have found that a "repair" of the .NET Framework does not usually resolve this issue, but removing and reinstalling the .NET Framework does. This issue is recommended to be fixed by a Local It Professional or Computer Tech if you are not comfortable doing the attached steps.
